Telegram from the 0.A.G. of Hong Kong to the Secretary of State
for the Colonies.

Your telegram 10th September Colonial Development Fund Latest estimate of cost of acquiring and forming aerodrome is $2,679,250 of which £100,000 is being contributed by H.M.G. Estimated expenditure to end of 1929 $2,317,159 and in 1930 $249,500.
This estimate includes only Colony's share of one building viz.

only has been roughly estimated at $3,500,000 but it is impracticable to proceed with design and estimates or to say how much of estimated cost will be spent in Great Britain until the Air Ministry approve
lay-out of the whole aerodrome as recommended by Mr. Dawson. At present the Colony has no funds for this development but if direct grant could be made from Colonial Development Fund Colony would be in a position to proceed. Scheme is for the present being financed partly from Public Works (1927) 6% Dollar Loan and partly from surplus balance in anticipation of future loan. I therefore ask
that Colonial Development Fund should contribute £100,000 as a gift to the Colony for continued development of aerodrome. I doubt
whether aerodrome can be remunerative for very many years but it is
an essential part of the Colony's equipment under modern conditions. As regards waterworks, orders have been placed in the U.K. amounting to £34,090 in respect of Aberdeen Scheme £15,470 for Shingmun Scheme
including cross harbour pipes I would ask for loan of total sum of £49,560 on easiest possible terms.
